Transcription factor complex that regulates transcription initiation from RNA polymerase II promoters. Binding to the transcription factor complex TFIID-TBP enhances assembly of the transcriptional preinitiation complex PIC and its binding to the DNA at the TATA-box by displacing transcription inhibitors.
